South Florida HIDTA Intelligence Center
The South Florida High Intensity Drug Trafficking Area Intelligence Center (SFLHIC) is a multi-agency investigative center that provides analytical assistance through specialized intelligence for law enforcement agencies in South Florida. The Center provides actionable intelligence through target research, organization analysis, and development. Direct case support is available to more than 100 local, state, and federal law enforcement agencies in Broward, Miami-Dade, Monroe, and Palm Beach counties.
The mission of the South Florida HIDTA Intelligence Center is to facilitate the timely exchange of information from federal, state, local, HIDTA, and commercial databases with all HIDTA initiatives and participating law enforcement agencies. Strategic and tactical intelligence is collected, analyzed, and disseminated in support of drug trafficking, money laundering, drug-related firearms trafficking, and drug-related violent crime investigations.
TACTICAL GROUP
The SFLHIC Tactical Group conducts and coordinates queries, providing short-term support to the South Florida HIDTA agencies in addition to providing accurate and reliable deconfliction services for all HIDTA initiatives. These services include event, subject and case deconfliction. Specific types of support include:
- EVENT DECONFLICTION and SUBJECT DECONFLICTION.
- Tactical Group provides initial responses for target information for an individual, conveyance, or an organization within 48 hours. Responses will include queries of SFLHIC law enforcement and commercial databases. Examples of query results include information from the Miami-Dade Police Department, Broward Sheriff’s Office, FDLE, FBI, ICE, and the Florida Division of Highway Safety and Motor Vehicles.
- SFLHIC supports requests for checks of databases not collocated at the center that may require El Paso Intelligence Center (EPIC), U.S. Coast Guard, and the National Drug Intelligence Center (NDIC).
OPERATIONS GROUP
The Operations Group supports South Florida HIDTA initiatives by providing state of the art analytical support in the field and at the Center. Full service case support for long term investigations features a comprehensive graphic analysis of investigative data such as telephone and financial records obtained from search warrants and subpoenas and the identification of targets. The Operations Group also reinforces investigations by providing graphic case analysis for grand jury and court presentations. Link and flow charts, graphs, time-lines, and photo line-ups are among some of the more popular graphic products.
STRATEGIC GROUP
The Strategic Group manages and coordinates the collection, analysis and production of intelligence and intelligence sharing for the SFLHIC and all SFLHIDTA initiatives. The Strategic Group produces a variety of intelligence products on a recurring and as needed basis, to include threat assessments, trends and pattern analysis for the South Florida HIDTA region. Comprehensive documents are disseminated regionally and nation-wide that define the illicit drug threats, including the level of various available drugs and of drug trafficking organizations in the South Florida region. The Office of National Drug Control Policy (ONDCP) in Washington, D.C. utilizes these documents as part of their annual national drug threat assessment.
